You read that right, this began as a criminal investigation against Officer Voss. I will soon be providing ALL of the reports and supplements for this investigation. I will also provide ALL of the recordings from the Rat Squad interviews and I will provide the department photos of the "leadership" involved in this "investigation." In the meantime, here's a few facts for you...
1. This investigation began as a criminal investigation against Officer Voss.
2. The complaint did not come from the management or employees of the victim business, the complaint did not come from Mr. Possert, the complaint was generated by Officer Voss's chain of command, specifically, Lieutenant Jason Bredehoft.
While you are waiting for everything I just mentioned, I'll just throw out a little timeline of what you can expect in the 90-ish minute video you are about to see. I request you watch until the end.
0:00-1:15- Responding officers are briefed by employees of the victim business
At 1:35- Officers contact and arrest Mr. Possert using minimal force
1:36-22:15- Mr. Possert is initially compliant but got angry when he found out he is going to jail. He REALLY wanted to be cited and released. Mr. Possert tries to convince the arresting officers that he is not a liar as Officer Voss tries to explain "community policing."
22:15- Transport to the jail begins. Mr. Possert continued to plead his case to be released but Officer Voss would not budge.
23:48- Mr. Possert bangs his head on the prisoner screen of the patrol car, twice. The vehicle is stopped by Officer Voss and Mr. Possert's behavior is addressed.
**In the very near future, I will go into the details of why it is NOT okay to allow a handcuffed prisoner to harm themselves while they are in police custody. I will show supporting evidence like General Orders of the Tucson Police Department, case law, information/ photos from a kinda similar case, and fancy phrases like "deliberate indifference" and "reckless disregard." You can decide if Officer Voss's intervention was appropriate, or worthy of initiating a criminal investigation.
