Nearly two years ago, some loyal readers strongly recommended we look into this investigation and we're glad they did. We were told of a Tucson Police Department Assistant Chief, whose name rhymes with Kevin Hall, who was involved in the arrest of a juvenile female suspect. Apparently, Chief Hall handed over the prisoner to responding officers. We were told both the juvenile female suspect and Chief Hall had a considerable amount of dirt/ dust on them. It appeared they were involved in a physical altercation.
So, we made a public record request for all of the reports and supplements for this incident as well as the body worn camera footage for all of the on-scene officers. Then we waited...
We received the reports and supplements first. Then, after about 20 short months, we received the body worn camera footage...sort of. What we actually received was video footage that was redacted, 100% redacted. Then we started thinking back to other incidents that involved a juvenile suspect.
We searched the growing library of videos at TucsonsCorruptLeadership.com and we found one! On this video, we found a reasonable level of redaction. The juvenile suspect's face was redacted as was the faces of uninvolved people who happened to be walking by. The Tucson Police Personnel, who have no expectation of privacy, are NOT redacted at all because why the hell would they be?!?!
We responded to the records section of the Tucson Police Department. Their answer is awesome. You see, the reason they redacted EVERYTHING was so they could "expedite" the process of fulfilling this public record request. That would be the process that took 20 months to fulfill. So, for everyone who thought they were just covering up what Chief Hall did during the arrest of this juvenile female suspect, you're just being paranoid!
Give us a week or so and we will post the video of both incidents. We will also post the Tucson Police Department case report (2107140194) as well as the e-mails of the department members who justify excessive redaction. In case you were wondering, they would be members of the department who never miss an opportunity to talk about how transparent they are!
We will be calling in some backup on this one. In the meantime, we will provide you with a little side by side comparison about the redaction policy of the Tucson Police Department. Let us know if we're missing anything.
