This investigation began with several people coming to us and requesting we look into the civil service hearing involving the incident that was documented under Tucson PD Office of “Professional” Standards case number 19-0463. We were told Chief Chris Magnus and Assistant Chief Kevin Hall showed next-level incompetence in this hearing. Let us be clear, we had very little knowledge of this incident, so we were really just interested in showcasing the incompetence of Tucson’s Corrupt Leadership.
Before we dig into the civil service hearing, let’s take a quick look at this incident…
A unit in the Tucson Police Department/ Operations Division South was looking for a subject named Vincent Linarez. This is what we know about Mr. Linarez:
-He has been in and out of Arizona Prisons since 2001.
-On the night of this incident, he had a felony warrant for his arrest.
-He is currently in prison where he is serving a 15-year sentence after being convicted of 7 felonies including a weapons violation, aggravated assault (x3), and felony flight. His Arizona Department of Corrections number is 158140; feel free to look him up on ADC’s website.
-Someone with Mr. Linarez posted on Face Book their desire to kill a police officer assigned to the unit that was looking for Mr. Linarez.
We do not have this investigation and we have very limited knowledge of what happened and how it happened. What we do know is this investigation was sent to another division in the Tucson Police Department for review. That chain of command, a lieutenant and a captain, found the actions of the officers were justified. The investigation was then sent to Assistant Chief Hall who found the actions of these officers were not justified. Chief Magnus agreed with Chief Hall.
**We are very aware that this is a gross oversimplification of this incident and the subsequent investigation. Give us some time, we will work to get more of the details out to you**
Again, we do not know a lot about this incident, and we aren’t going to pretend we do. What we will say is that it is pretty damn hard to arrest an armed, violent felon/ career criminal who doesn’t want to be arrested. Sometimes these people need to be knocked on their ass, sometimes they need to be smashed in the face, and sometimes, deadly force is necessary to stop them. We can only hope that a professional police department who is committed to safeguarding the lives of the public and their officers would have a better reason to terminate the employment of a police officer. We would hope that the department would have something more than an incident “looks bad” or “the optics are really bad on this one."
On September 24, 2020, we made a public record request (a copy of the request is pictured below). The response by the Tucson Police Department made us immediately shift the focus of this investigation. In short, we smelled a rat!
As you can see from the actual public record request, we wanted the recording and transcripts for the civil service hearing. We literally asked for NOTHING ELSE.
You can imagine our surprise when we started hearing about a letter that was sent out by Tucson PD’s Rat Squad Lieutenant Mickey Petersen about the request that was allegedly made by “Mr. James Voss.” These letters were sent out May 24, 2021. We finally got them, and we posted them below…
If a public record request is submitted that is as simple as the one posted above, why would anyone try to muddy the waters by adding a bunch of crap like these letters sent out to 7 members of the Tucson Police Department. Wait, sorry, these letters were sent to 6 members of the Tucson Police Department. One guy was sent 2 letters (one letter included his rank and the other did not), we have no idea why.
Again, why do this? We were told it was standard operating procedure to send out these letters when a public record request is submitted. Well let's consider that lame excuse. They want you to believe that everyone involved in this incident, this officer involved shooting, received one of these BS letters? They want you to believe an incident like this would only involve 6 people. An incident like this would require personnel for scene security and traffic control. How many detectives from how many details would be there? How many Crime Scene Techs? How many people from the Office of "Professional" Standards would be there? How many commanders would respond? When we try to guess how many people would respond to this call, we're thinking the number is closer to 30, maybe 40. Hopefully, we'll know the exact number soon, we submitted a public record request for all of the personnel who responded to that call. When we get it, you'll get it.
On May 4, 2021, over 7 months after our original request was made, we received this voicemail from personnel from the Records Section of the Tucson Police Department. We were advised that neither the Tucson PD Records Section nor Tucson PD's Office of "Professional" Standards had the information we requested. We were advised we had to go to the Civil Service Commission at City Hall. The voicemail is below, listen for yourself.
On or about May 24, 2021, 20 days after the above phone call from Tucson PD Records, Lieutenant M Petersen from the Tucson Police Department Office of “Professional” Standards sent out City of Tucson Memorandums to 6 members of the Tucson Police Department.
We found out about these letters in June 2021. As we all know, miscommunications can sometime occur. So we contacted Lt Petersen to clarify our request although…come on, that request was pretty straight forward, no?
After the clarification e-mail was sent to Lt Petersen on June 18, 2021, no City of Tucson Memorandums were sent to the members who were falsely advised that we requested ANYTHING about their OPS discipline history and/or OPS cases. Lt Petersen did provided a link to a website where the civil service hearings could be accessed, nearly 9 months after we made our original request. We’re still trying to figure out why it took nearly 9 months to copy and paste a link to website.
Here’s what happened, Lt Petersen was advised that his notification to several members of the Tucson Police Department that our inquiry in to their OPS histories was not valid. He did nothing to correct it, even after he knew what was written in his City of Tucson memorandums was untrue.

9/24/2020- we make our request for the civil service hearing recording and transcripts.
5/4/2021- Tucson PD records personnel advised TPD records, nor the Office of "Professional" Standards have the information we requested.
5/21/2021- Rat Squad Lieutenant Mickey Petersen sends out 7 memos to 6 cops advising "Mr. James Voss" has requested their histories with the Office of "Professional" Standards.
6/18/2021- an e-mail is sent to Rat Squad Lieutenant Mickey Petersen clarifying what was actually asked for in our really, really simple public record request.
6/19/2021- Rat Squad Lieutenant Mickey Petersen sends a link to a website where the civil service hearing could be accessed. This link is what we initially asked for approximately 10 months prior to receiving it.
GO 1330.19- Untruthfulness
“No member shall knowingly make an untrue statement about a fact, either orally or in writing, in connection with any investigation, assignment or inquiry.”
As you can see with the e-mail below, we are not done here. We invite you to watch in real time as we try to get answers to why the Office of “Professional” Standards would lie about the actual facts of a public records request. Why would they tell several Tucson PD members that we asked for OPS histories which could contain personal or potentially embarrassing information? Why didn’t they just send the link to the website in response to our original request? Are they trying to discredit us? Think about it while you look at the e-mails for clarification. We will post them as we get them so you can watch in kinda-real time. Stay tuned.
None of the actions by the Tucson Police Department make sense. At the risk of sounding paranoid, we believe these letters were sent out to police personnel to discredit us. Why else would these commanders and rat squad personnel send out letters that they KNEW were not true?
Stay with us, we will be posting our interview regarding our complaint against the Tucson Police Department as well as the interview between Rat Squad Lieutenant Mickey Petersen and his "interrogator" (sarcasm intended). We will be pointing out some more inconsistencies that a reasonable person would call lies.
