This investigation involves Christian Meister, a racist, who was arrested for disorderly conduct and trespassing at a Tucson Wal-Mart. He was transported to the Pima County Jail where he was quickly released by Pretrial Services. This incident was documented under Tucson Police Department case number 2010010049. Mr. Meister later made a complaint to the Tucson Police Department Office of “Professional” Standards regarding his treatment by Officer Voss. We requested information regarding this case and with the exception of the case report, we have received nothing. On 10/29/2020, we requested the body worn camera footage for Officer M Kim and Officer J Voss. On 1/8/2021, we requested the case report for this incident, the most recent mug shot for Mr. Meister, the entire investigation from the Tucson PD Office of “Professional” Standards to include a recording and transcripts of the original complaint made by Mr. Meister. We’re still waiting.
The case report in its entirety is posted below. The report documents Mr. Meister as he walked up to an employee, who was on a break, and shouted an insult at her. The insult, as we were told, was the “N” word and the “B” word (we will not be repeating these words as we believe they are disgusting). Mr. Meister also threatened Officer Kim. As Officer Kim was standing by Mr. Meister with his hands resting on his duty belt, Mr. Meister told Officer Kim to “take his hand off his gun or he will shove it up his ass.” As you can see in the report narrative, Mr. Meister’s insults to the employee were redacted.

*Since we are still waiting for the most recent mug shot from the Tucson Police Department, we pulled this photo of Mr. Meister from the Arizona Department of Corrections website. Unfortunately, this photo was taken before Mr. Meister's face tattoo was "completed."
We believe Mr. Meister’s behavior was disgusting and like a lot of criminals, a trip to jail is just what he needed. Here’s our question, why would the Tucson Police Department redact some of the language made by an arrestee of trespassing and disorderly conduct? Especially when you consider the language that was redacted was a large part of why Mr. Meister’s conduct was so disorderly? One might say it was part of the probable cause to make an arrest. Also, if the Tucson Police Department was really concerned about what Mr. Meister was saying, why would they NOT redact the physical threat against Officer Kim? You remember? It was the part about shoving Officer Kim’s gun up his ass. Maybe the answer is in the redaction criteria for the Tucson Police Department. It's posted below, see for yourself.
So who is this Christian Meister and why is the Tucson Police Department such an advocate for this guy? We can tell you what we know based on a case report and information available from the Arizona Department of Corrections website. According to the AZ DOC, on 5/16/1992, Mr. Meister committed attempted 2nd degree murder and aggravated assault. In 1993, he was convicted and sentenced to 21 years for attempted murder and over 11 years for aggravated assault. On 12/22/2015, Mr. Meister committed arson of an occupied structure. In 2017, he was convicted and sentenced to 3 years. Sounds like a great guy… As we stated in “Clairvoyance Can Be Dangerous,” we at Tucson’s Corrupt Leadership.com believe that is possible, however unlikely, that our public record requests are not a top priority for the Tucson Police Department. We hope we don’t sound paranoid. Unfortunately, we can already see the information we requested will not be received in a timely manner and the information we do get may be unnecessarily redacted for unknown reasons. Because of this, we will be doing something a little different. We will continue to update this investigation as the information is released. As always, we will let you know when things aren’t adding up. We’ll also let you know which commander looked at this and saw it as the cost of doing business with a racist jerk and which commanders wanted to push the issue to punish police officers for doing their job. This may shed some light on what is causing the severe staffing crisis the Tucson Police Department is currently experiencing.

After receiving this report (the first time) we found it to be unnecessarily redacted. We then requested an unredacted copy of the same report. It took a few weeks but we finally got it. We posted the report narrative, the arrest report, and the supplement completed by the officer who arrested Mr. Meister for his 10 outstanding warrants. That's 10 warrants racked up in 5 months.
Since the "N" word and the "B" word was redacted in our original request, we decided to underline those words in our latest request for the same report. This brings us back to the same question we asked earlier: Why? Why would anyone order the redaction of the original report and who would order the report to be redacted? As we stated earlier, we requested the entire investigation conducted by the Tucson Police Department's Office of "Professional" Standards. Its been over 6 months, that request has not been completed.
So we'll leave it there for now. When these requests are finally honored we will hopefully be able to show you which commander at the Tucson Police Department pushed this investigation to avenge the shabby treatment of poor Mr. Meister.

Why did the Tucson Police Department Records Section redact the case report for this incident?
Why did it take so long for the Tucson Police Department Records Section to fulfil the public record request for the BWC footage for this incident?
**We requested the BWC footage on October 1, 2020. The request was fulfilled February 14, 2022**
Why hasn't the Tucson Police Department fulfilled the rest of the public record requests pertaining to this incident?
**We requested the entire investigation to include the original complaint made by Mr. Meister- Still waiting...**
And here's the big one...WHO are the Tucson Police Department Commanders who pushed this investigation forward. You have now seen the BWC footage so we can say that these two officers were simply dealing with a large-type douchebag. So, who wanted this investigation to go forward? Who insisted Officer Voss be punished for muting his camera in proximity of a prisoner? Was it Chief of Police Chris Magnus? Was it the assistant chief in charge of patrol, Assistant Chief Kevin Hall? Or was it a Tucson Police Operations Division East Commander who pushed this investigation?
We're not exactly sure about the answers to these questions. What we do know is that as soon as we get these answers, we will post them here!
