Here's the City of Tucson Memorandum I received in a recent public record request. You'll notice that it is heavily redacted. I did that and here's why...The Tucson PD employees who responded should be able to trust the commanders that this deployment was legal, ethical, and within department policy.
The member's payroll numbers, NOT their names, were requested so I could get their overtime pay rate. That information was used to complete another public record request through the Tucson City Clerk's Office so I can report how much money this deployment cost taxpayers and nothing else.
I did notice one thing about the email and the city memo. I noticed the email says the "focus will be on public outreach, recruiting, and talking about Prop 414." The city memo, which was authored 9 months later, was...different. The memo stated "Authorization to attend and utilize the event for recruitment and positive youth engagement purposes was granted by Operations East Division Commander, Captain Belinda Morales." I noticed "talking about Prop 414" is no longer mentioned. It's almost as if someone advised Lieutenant Bredehoft that using department resources (OT money, personnel, vehicles, etc.) to support a political movement, or in this case, a tax increase, is NOT legal, ethical, or within department policy.
