This story began a couple years-ish ago when I had heard about a couple 911 calls for service on Tucson's east side where members of the drug addicted homeless community entered the tunnels to get high. Sadly, these people overdosed and died. Then they laid there, dead, until Tucson got a big rain and the rain water flushed these people out into the open. They were spotted by our complainants who called 911 and here we are.
I then heard about two more of these types of cases that were working in Tucson PD's Midtown Division on different sides of the team at the same time.
I requested these case reports having very limited information about the details of the investigations (vague time period in which they occurred and kind of an approximate location of the incident locations). In other words, I threw out a very small net to get this information. That made me think, if I were able to get four of these cases in a relatively short period of time, how often is this actually happening? Sadly, I think its happening all the time. What is even worse, in my opinion, is that I have NEVER heard of these types of calls in any of Tucson's media outlets. Never.

I can only reference the police reports and my own training and experience. I would also recommend to my dear readers to look at the multiple steps that law enforcement officers and support personnel have to complete to identify these people as well as how long the process takes.
