The Tucson Police Department has two types of complaints; internal and external. An external complaint is generated by someone outside of the department, usually a citizen. An internal complaint is generated by someone inside the department.
The complaint you are about to read about was an internal complaint generated by Lieutenant Jason Bredehoft. The criminal trespasser/arrestee/methamphetamine addict, Krystal Bahr, who was "verbally abused" by Officer Voss, did not make a complaint. You'll also notice Officer Voss did not make any insults to Krystal and he did not use profanity while dealing with her.
After Krystal was arrested, she was provided with homeless outreach information.

Officer Voss was directed to complete this Personnel Report on 3/4/2025. This was 46 days after his contact with Krystal Bahr.
As you can see from the email listed above, Officer Voss was directed to clarify his previous Personnel Report on 5/15/2025. This was 120 days after his contact with Krystal Bahr.
