This one incident generated 4 documents (listed below) and they are all DIFFERENT! I'll lay out the differences and you can decide for yourself if this investigation, or multiple investigations, were objective, timely, or the least bit professional, ORRR, were they just another Rat Squad Witch Hunt? Decide for yourself.
This section will cover the Force Review Board Report (Version 1), the Force Review Board Report (Version 2), the OPS investigation into the actions of Officer Voss, and The Personnel Performance Review!
The allegations of this PPR are UNTRUTHFUL! Sergeant Pelton stated Officer Voss committed 3 violations during this incident...
1. "it was noticed that you yelled at the detainee's mother to 'shut up.'"
2. & 3. "In this situation there were several other officers on scene to de-escalate the mother, and your intervention was not exigent or necessary."
All 3 of these untruthful statements will be addressed below!
1. "it was noticed that you yelled at the detainee's mother to 'shut up.'"
WRONG! Officer Voss ordered the mother to "Shut up and get out! Right now! Right Now!" Stating that Officer Voss said to "shut up" sounds argumentative and attitudinal . Officer Voss gave a lawful order to tell the mother what to do, ("Shut up!"), where to go, ("Get out!") , and when he wanted her to do it, ("Right now! Right now!"). The factual inaccuracies of this PPR remove the context needed to show what was going on at that exact moment. Good thing we have the body worn camera footage to show just how full of shit this PPR really is.
So what did the FRB1 say about Officer Voss's quote to the mother? Nothing...nothing at all. The fact that the mother was able to run into the apartment "reflected a lapse in scene management by the other officers. This lack of control contributed to the dynamic and placed the burden of post-incident communication disproportionally on Officer Voss."
FRB2 got the quote right but why is there more than ONE Force Review Board Report?! There is only supposed to be ONE Force Review Board Report. Why is there TWO VERSIONS?? Now, from what I know, a FRB Report may have adjustments in the form of the addition of a pertinent general order or maybe a relevant email but would they add, subtract, or completely remove actual quotes? Would they rearrange the entire document to make it fit the bullshit PPR that is listed above?? They're not supposed to but they totally did.
**You may also be wondering if the Force Review Board reconvened to discuss these changes AT ANY TIME...No. No, they did not.**
2. "In this situation there were several other officers on scene to de-escalate the mother..."
Yeah...kinda...Officer Voss brought up this point to his chain of command and it was promptly ignored. Officer Voss had just kicked through a bathroom door and removed a suicidal juvenile female who was barricaded and armed with THREE large kitchen knives. He was in the process of handcuffing her when her mother came into the apartment yelling at Officer Voss. The arrestee's mother walked passed THREE officers AND A SERGEANT to yell at Officer Voss. They did nothing to stop her. Ironically, the sergeant who wrote the above listed PPR was the sergeant who did nothing to stop the mother from entering "Officer Voss's workspace!" Let's look at what the Force Review Board said about the other officers...
"...Officer Voss had managed the majority of the interaction with the suspect throughout the incident, yet was also the one who engaged with the reporting party post-incident. The board observed that, given the number of other police personnel present at the scene, the reporting party's access to the immediate workspace reflected a lapse in scene management by the other officers. This lack of control contributed to the dynamic and placed the burden of post-incident communication disproportionally on Officer Voss."
3. "...and your intervention was not exigent or necessary."
To address this untruthful statement, I ask that you view the body worn camera footage for this incident (above). At 9:18 on the timer, Officers Voss and Laughlin had just pulled the suspect out of the bathroom and they were in the process of getting her handcuffed. At that time, the scene was highly charged and dynamic. The PPR stated the intervention, another word for verbal commands, was not exigent or necessary. The facts show otherwise. The suspect was not yet in handcuffs when her mother rushed into the scene yelling so Officers Voss and Laughlin's need to get the suspect into handcuffs was...exigent.
But what about "necessary?" Again, we'll just refer you to the statement from the Force Review Board Report..."Officer Voss had managed the majority of the interaction with the suspect throughout the incident, yet was also the one who engaged with the reporting party post-incident. In short, when Officer Voss yelled at the suspect's mother, he was NOT Yelling over anyone else.
