This investigation will show how little the Tucson Police Department cares about their own core values (Leadership, Service Orientation, Integrity, Excellence, Fairness, Teamwork, and Personal Responsibility are the core values of the Tucson Police Department. Which of these are demonstrated below?) We will show what happened to a patrol cop who fixed a problem using NO FORCE while off-duty. He received a 10-your suspension for his effort. We will post the entire investigation including the names of the commanders and how they supported the punishment of a proactive police officer. We'll also show that the Chief of Police, Chris Magnus, the guy who made over a quarter million dollars a year, couldn't be bothered with this incident (See "The Chief Magnus Experiment" on this website, it's almost done). You'll notice a lot of the names in this investigation are the same names you'll see in other investigations on this website.
We will also take a VERY DETAILED LOOK at the following examples of commanders with the Tucson Police Department and how they act off duty. We have requested their department photos, the case reports for these incidents as well as the body worn camera footage. It'll be done soon.
One Tucson PD Lieutenant was at home when his dog got loose and attacked another dog. Marana Police Department responded and arrested this TPD Lieutenant. He later pled guilty. We know this isn't the crime of the century, but this lieutenant was NOT punished by the Tucson Police Department. We will also post the Tucson Police Department's "Discipline Thermometer." You decide if administrative punishment was appropriate.
Another Tucson Police Department Lieutenant was at home, and he was drunk and armed. 911 was called by his wife after this lieutenant began argument with his 8-year-old daughter because she was "starting shit." Personnel from the Marana Police Department responded, and the Tucson Police Department Lieutenant was transported to a hotel for the night.
We also have a Tucson Police Department Lieutenant who had come home from a Tucson Police Department holiday party. Once at home, this lieutenant and his wife began arguing. Family members were concerned so they called 911. No arrests were made. This lieutenant has since been promoted to captain. We're waiting on the body worn camera footage.
These three commanders have a lot in common. They were all allegedly investigated by the Tucson Police Department Office of "Professional" Standards but none of them were punished for their actions. These off duty incidents didn't even show up on two of the lieutenant's OPS History Sheets.
The FOURTH Tucson Police Department Commander listed here is a little different, but we threw it in here anyway. This guy was an ON-DUTY Tucson Police Department Sergeant when the incident occurred. He tuned up (thoroughly beat up) a female suspect whom he outweighed by a couple hundred pounds. As this internal investigation continued, the sergeant was promoted to lieutenant. He has since retired from the Tucson Police Department. The female suspect sued the City of Tucson and won $300,000.00 of YOUR taxpayer dollars. The photo on the top left of this page is a photo of the perp. Oh yeah, the sergeant turned lieutenant in this case was punished for what he did here. Was it excessive use of force? Nope. You see, this guy, being a sergeant was hit with "failing to supervise." To clarify, he used enough force that the City of Tucson attorneys said "Fine, we'll give you $300.000.00 of taxpayer dollars because of what this guy did" but there is no discipline beyond failing to supervise????
Please note, we were NOT there for any of the correspondence between city officials and the payday recipient. We are merely guessing that is what was said.
There is one thing that people need to understand when passing judgement on police personnel, specifically patrol cops. Commanders create and enforce policy and they do NOT wear body worn cameras. Patrol cops take HDTV everywhere they go, and they get hammered whenever their actions have the wrong "optics." What about the "optics" for these commanders? We will be adding to the list of naughty commanders. We are far from done here. Please stay tuned.
